Finance Committee Minutes, 12 December 2023

Minutes of the Finance Committee held at Bryntirion & Laleston Community Centre on 12 December 2023 commencing at 6.30pm.

Present:. Cllr’s C Davies, D Harrison, S Philpin, S Richmond.and I Spiller.

In attendance:  Gail Jewell.

  1. To receive apologies for absence.  Cllr D Harrison and P King.
  • Representation from members of the public.  None.

3.   To receive Declarations of Interest (if any) of Members in respect of the business to be transacted.

      Cllr I Spiller – Item 6 – Prejudicial Interest relating to Broadlands Fun Day – as Chair of Broadlands Hub.

4.   Approval of minutes.

      Resolved:  That the minutes of the Finance Committee meeting that took place on 24 October 2023 be approved as a true and accurate record, proposed by Cllr I Spiller and seconded by Cllr C Davies.

5.   Finance update

      Resolved:

  • Members noted the Bank Reconciliation summary for October 2023.
  • The committee approved payments made during October 2023, which were presented with the agenda that included vouchers numbers 272 – 331Proposed by Cllr I Spiller and seconded by Cllr S Philpin.
  • The committee approved receipts received during October 2023, which were presented with the agenda that included voucher numbers 159 – 182.  Proposed by Cllr S Richmond and seconded by Cllr C Davies.
  • The committee approved a list of salary payments made in October 2023 which were presented with the agenda.  Proposed by Cllr I Spiller and seconded by Cllr C Davies.
  • Members noted the Bank Reconciliation summary for November 2023.
  • The Committee approved payments made during November 2023, which were presented with the agenda that included voucher numbers 332 – 364.  Proposed by Cllr C Davies and seconded by Cllr I Spiller
  • The Committee approved receipts received during November 2023, which were presented with the agenda, that included voucher numbers 183 – 195.  Proposed by Cllr I Spiller and seconded by Cllr C Davies.
  • The Committee approved a list of salary payments made in November 2023 which were presented with the agenda.  Proposed by Cllr S Richmond and seconded by Cllr C Davies.

The following comments were made in relation to the October payment list:

  • The Committee queried the differing suppliers for grass cutting services.  The Clerk explained that one contractor maintains Bryntirion Community Centre and the other maintains Blandy Hall and the Pound.  An annual cost for each contractor was provided at the meeting for comparison.

The following comments were made in relation the November payment List:

  • The Committee queried the use of Vale Consultancy.  The Clerk explained that the spend related to a structural survey carried out at Laleston Well.

6.   To review the budget/precept proposals for 2024/2025

Resolved:  Draft budget and precept figures were presented to aid discussions.  Following a thorough and lengthy debate, the Finance Committee recommended that Council increases its precept for 2024/2025 £282,698.

7.   To consider any grant/funding applications received.

The following grant/funding applications were received and reviewed by the Finance Committee.

  1. Air Ambulance

Resolved:  The Finance Committee agreed to donate £100 to Air Ambulance.

  • Kids Charity

Resolved:  The Finance Committee agreed to donate £100 to Kids Cancer Charity.

  • Bryntirion Community Pantry

Resolved:  The Finance Committee agreed to donate £250 to Bryntirion Community Pantry. 

8.   To receive any recommendations from other Committees or Council

None.

9.   To review the Committee’s Meeting dates and consider any matters relevant to the committee for discussion at the next meeting.

Resolved:  Members reviewed the Committee’s next meeting date of 23 January 2024 and asked to receive the current Grant and Donation Policy at the meeting for consideration. 

There being no further business, the meeting ended at 8.49 pm.

The next meeting will be held on Tuesday, 23 January 2024 and will commence at 6.30pm.
