Minutes of Meeting of Council – 20 March 2025
Minutes of the Ordinary Meeting of Laleston Community Council held at Bryntirion & Laleston Community Centre on 20 March 2025 commencing at 7.00pm.
Present:. Cllr’s A Berrow, JP Blundell, Z Blundell, C Davies, M Fouracre, D Harrison, S Philpin, S Richmond, C Smith, M Smith, I Spiller and C Webster.

1. 19.1610 Council undertook a period of silent reflection. – The Chair asked Members to keep Cllr V James in their thoughts as her mother had sadly recently passed away.
2. 19.1611 Apologies for absence. Cllr V James.
3. 19.1612 Representation from members of the public. None.
4. 19.1613 Items of business that the Chair deems urgent. None.
5. 19.1614 Declarations of Interest.

6. 19.1615 Approval of Minutes.
Resolved: The minutes of the ordinary meeting of Council that took place on 20 March 2025 were approved as a true and accurate record. Proposed by Cllr M Fouracre and seconded by Cllr S Richmond.
Matters Arising from the Meeting that took place on 16 January 2025:
Item 12. 19. 1590 To discuss utilising the Boules Court situated in the grounds of Blandy Hall.
Resolved:An update was provided, stating that the offer of a friendly boules match was confirmed to take place with a local association, on Friday 23 May 2025 at 6.00pm.
7. 19.1616 To receive quotations, if any. None.
8. 19.1617 To discuss replacing a bin in the Basketball Court Playpark, Broadlands.
Resolved: In the first instance, Members agreed to contact Bridgend County Borough Council (BCBC) to ascertain whether there were any plans to replace the bin. Following supplementary discussions, a Member explained that BCBC were removing bins and replacing them with smaller receptacles. Council further agreed to add this as a query when contacting BCBC.
9. 19.1618 To discuss current condition of bus stops on B4622
Resolved: Due to the unsightly condition of both bus stops on B4622, Members agreed that the Clerk contact the Communities Directorate in BCBC for advice on how best to proceed with relacing the Perspex windows.
10. 19.1619 Finance Update
Payment voucher number 379 – Members had previously suggested looking at alternative broadband providers and asked if there was an update. The Clerk explained that YouFibre had been approached to install fibre broadband at the Bryntirion & Laleston Community Centre but after several failed attempts, contact had now been made with a different provider.
Resolved:
10.1 Members noted the bank reconciliation summary as at 1 March 2025.
10.2 In relation to Voucher number 373, Members requested that an update on the work carried out at the Pound be brought to the next meeting of Council. Council approved a list of payments made during February 2025 that were presented with the agenda, which included voucher numbers 371 – 392. Proposed by Cllr I Spiller and seconded by Cllr M Fouracre.
10.3 Council approved a list of receipts received during February 2025, which were presented with the agenda, which included voucher numbers 178 – 221, proposed by Cllr I Spiller and seconded by CllrS Richmond.
10.4 Council approved a list of salary payments made in February 2025 that were presented with the agenda. Proposed by Cllr I Spiller and seconded by Cllr D Harrison.
11. 19. 1620 To receive any recommendations and or comments from Committees – a) Finance Committee – None.
b) HR & Personnel Committee – None.
c) Biodiversity & Allotment Committee – None.
12. 19.1621 To note the draft minutes of any Committee meetings held since the last meeting of Council and note any delegated decisions made –

13. 19.1622 To receive correspondence, if any.
Resolved: Council entered a closed session to discuss the content of correspondence received, which was deemed as private and confidential.
