Minutes of the Ordinary Meeting of Laleston Community Council held remotely on 18 March 2021 commencing at 7.00pm.

3. 19.355 Declarations of Interest
Cllr J P Blundell – Item 13 – Prejudicial Interest as Member of the Planning Committee at Bridgend County Borough Council (BCBC). Cllr J P Blundell left the meeting during the discussion and decision on this item.
4. 19.356 Approval of Minutes
Resolved: That the minutes of the meeting of Council on 18 February 2021 be approved as a true and accurate record. Proposed by Cllr J P Blundell and seconded by Cllr M Fouracre.
Matters arising from minutes:
a) With reference to the repayment claim initiated against a debtor, the Clerk confirmed that although they had agreed to make payment by 27 February 2021, no contact had been made.
Resolved: Council agreed to commence proceedings for a County Court Judgement for the amount owed.
5. 19.357 Finance Update
Resolved:
· Members noted the Bank Reconciliation as of 1 March 2021.

· Council noted the summary of receipts and payments as of 1 March 2021.
With reference to the list of projects that were presented to council for prioritisation, Members discussed the current workload of the Clerk and queried whether the Community Development Officer could provide any assistance.
Resolved: Following debate, Council agreed that a Forward Work Programme should be developed to concentrate efforts on one or two projects before commencing the next. Council also agreed for the Clerk to initiate preparations for the employment of an assistant.

7. 19.359 Receive updates on work carried out by staff
Resolved: Council noted the works carried out by staff as presented with the agenda.
8. 19.360 Bryntirion Community Centre
The Clerk explained that a Legionella Risk Assessment and a Fire Risk Assessment had been carried out on the Community Centre and that herself and the Facilities Officer were working through the recommendations made in each report.
Resolved: Council noted the update.
9. 19.361 Blandy Hall
No concerns raised.
10. 19.362 Laleston Allotments
The Clerk provided an update whereby a site meeting had taken place with an Artist/Designer for the accessible allotment plots and confirmed that the designs would be shared with Council when received.

11. 19.363 Update on Christmas Light Review
An update was provided on the review currently being undertaken of the Council’s Christmas lights. The update began with Cllr I Spiller thanking Cllr P Davies for providing a list of where lights are currently positioned throughout the ward area and continued by highlighting the disparity of lights in the Broadlands area and on Llangewydd Road.
Resolved:
Following discussions, Members agreed to:
a) investigate installing Christmas lighting on both the main roundabouts on the Broadlands estate and the roundabout in Laleston; additional lighting outside Tesco in Broadlands; and on Llangewydd Road.
b) look to procure solar Christmas trees for side streets.
c) task the Clerk with acquiring a plan of each area to enable Members to highlight requirements year on year.
d) look to obtain a donation from Tesco and surrounding shops for additional Christmas Lighting on Gentle Way.
