Minutes of Meeting of Council – 17 April 2025

Minutes of the Ordinary Meeting of Laleston Community Council held at Bryntirion & Laleston Community Centre on 17 April 2025 commencing at 7.00pm.

Present:. Cllr’s A Berrow, JP Blundell, C Davies, M Fouracre, V James, S Philpin, S Richmond, C Smith and C Webster.

In attendance: Gail Jewell

1. 19.1624 Council undertook a period of silent reflection.

2. 19.1625 Apologies for absence. Cllr’s Z Blundell, D Harrison, M Smith and I Spiller.

3. 19.1626 Representation from members of the public. None.

4. 19.1627 Items of business that the Chair deems urgent.

The Chair explained that the purchase of the parcel of land in Broadlands was near conclusion and requested that Council resolve that 2 Members of Council sign the documents on behalf of Laleston Community Council and will be witnessed by the Proper Officer.

Resolved: Members agreed to conclude the purchase of the parcel of Land in Broadlands by the Chair and Vice Chair signing the contract and deed, which would be witnessed by the Clerk as the Proper Officer. In addition, Council requested that a meeting be arranged with the Group currently maintaining the Wildflower Meadow to discuss how Council and the Group can work together in the future.

5. 19.1628 Declarations of Interest.

Cllr A Berrow – Item 14 – Prejudicial Interest as a Member of Bridgend County Borough Council Planning Committee.

6. 19.1629 Approval of Minutes.

Resolved: The minutes of the ordinary meeting of Council that took place on 20 March 2025 were approved as a true and accurate record. Proposed by Cllr S Philpin and seconded by Cllr S Richmond.

Matters Arising from the Meeting that took place on 16 January 2025:

Item 12. 19. 1590 To discuss utilising the Boules Court situated in the grounds of Blandy Hall.

The Clerk explained that an enquiry had been received by a member of the public who had previously hired Blandy Hall and held a friendly boules match in its grounds. As with the last booking, an invitation to attend the event was extended to all Councillors. The event is due to take place on Wednesday 21 May 2025.

Resolved: Due to the close proximity with this event to the planned Laleston Community Council friendly boules match, Members agreed to postpone our boules match until July 2025. In addition, Council requested that an agenda item be added to the next meeting of Council detailing ‘To agree to investigate costs on the production and installation of a sign detailing the rules of Boules for the courts in Blandy Hall grounds’.

Matters Arising from the Meeting that took place on 20 March 2025:

8. 19.1617 To discuss replacing a bin in the Basketball Court Playpark, Broadlands.

The Clerk provided an update by explaining that an email had been sent to BCBC to enquire if there were any plans to replacing/upgrading the bin as mentioned above and queried the possible policy in place to replace bins with smaller bins. A response had not yet been received.

9. 19.1618 To discuss current condition of bus stops on B4622

The Clerk provided an update by stating that contact had been made with Kevin Sales regarding the bus stops on the main spine road through Broadlands. Kevin responded by agreeing to carry out a specialised cleanse of both bus stops in the first instance, as refurbishing the bus stops was likely to cost £,600 per bus stop.

A Member queried whether the bus stops owned by Laleston Community Council were detailed on the Council’s Asset Register. The Clerk confirmed that the register would be checked and updated during the Year End process.

7. 19.1630 To receive quotations, if any. None.

8. 19.1631 To discuss replacing bin and purchasing an additional bin at Broadlands Teenage Park.

Resolved: Item deferred.

9. 19.1632 To discuss purchasing a replacement piece of play equipment at Broadlands Teenage Park to replace the previously removed Teenage Shelter.

Resolved: Item deferred.

10. 19.1633 To investigate the cost of removing the traffic calming measures at the top junction of Ffordd Tirion/Careg Llwyd in Broadlands, following Bridgend County Borough Council Highway Department confirmation that there is no budget for them to progress.

Resolved: Item deferred.

11. 19. 1634 To receive any recommendations and or comments from Committees –

a) Finance Committee – To receive and approve grant applications.

Resolved: Council reviewed a grant application received from Prestige Acrobatics & Dance and agreed to provide a grant of £250.

b) HR & Personnel Committee – i) To approve Minutes from previous meeting and ii) To approve Officer Manager Job Description and Advert.

Resolved: Council approved Minutes from the previous meeting, proposed by Cllr S Richmond and seconded by Cllr C Davies, and approved the Officer Manager Job Description and Advert.

c) Biodiversity & Allotment Committee – None.

12. 19.1635 To note the draft minutes of any Committee meetings held since the last meeting of Council and note any delegated decisions made –

a) Finance Committee – None.

b) HR & Personnel Committee – None.

c) Biodiversity & Allotment Committee – None.

There being no further business, the meeting ended at 7.36 pm.
