17/33 Silent Reflection

Councillors held a period of silent reflection.

17/34 Apologies

Apologies were received from Cllr’s Ian Spiller, Dan Woolridge, Dave Harrison and Hazel Kendall.

17/37 Minutes of previous meeting

Following a motion by Cllr Tom Green and seconded by Cllr Cheryl Green it was:-

RESOLVED: That the minutes of the previous meeting held on 16th February, 2017 be accepted as a true record. The Chair then signed the minutes.

17/38 Matters arising from Minutes

17/16 Distribution of Laleston Stones Trail leaflets

The Clerk confirmed that Cllr Dave Harrison had enquired with the supplier who delivers the Yellow Pages and they charge £45 fordistribution of 1000 copies but would be able to cover all areas. Council agreed that Cllr Tony Berrow allocates the leaflets to Cllr Dave Harrison to arrange for distribution.

17/25 Inclusive Playground – Bryntirion Community Centre

The Clerk confirmed that the installation of the inclusive playground will now commence on the 20th March, 2017 and stated that following a site meeting with John Thomas which took place on Wednesday 15th March it was confirmed that the layout would need to be amended due to the close proximity of the pitch.

RESOLVED: That this information be noted by the Council.

17/27 Christmas Lights

The Clerk confirmed that she has received the invoice from BCBC at a cost of £11088.24.

RESOLVED: That this information be noted by the Council.

17/31 Meeting at Trelales School

Cllr Cheryl Green confirmed that 2 Highways Officers from BCBC attended the meeting on Tuesday 14th March, 2017 and witnessed the extent of the problems with parking, Cllr Green advised that this item be put on the agenda for the next meeting.

RESOLVED: That this item be placed on the agenda for the meeting taking place on 20th April, 2017.

17/39 Llangewydd School MUGA Update.

The Clerk confirmed that the official https://bestradios.co.uk/viagra-sildenafil-uk/ opening of the MUGA took place on Saturday 11th March, 2017. Cllr Steve Sloan confirmed that the photographer will forward pictures to the Gazette.

RESOLVED: That this information be noted by the Council.

17/40 Allotments

Following a request from an allotment holder to ask permission if he could maintain chickens at the allotments, Council agreed to agenda and discuss at this meeting. The Clerk confirmed that she had sent a copy of the current Allotment Agreement which stipulates ‘Not to keep any animals or livestock of any kind upon the said plot’. Cllr Briony Davies proposed that this item be forwarded to the next Council, Cllr Mark Fouracre 2nd the proposal.

RESOLVED: That this information be noted by the Council and forward as a future agenda item for the new Council.

17/41 Public Access Defibrillators

Following a presentation that took place at the meeting on 16th February, 2017 from Mr Gerald Rothwell, National Public Access Defibrillator Manager Council agreed that this item be discussed at this meeting. Cllr Pam Davies asked if a quotation of wooden boxes has been sought, Cllr Tom Green agreed to seek quotations. Cllr Steve Sloan proposed that permission be granted from the Post Office in Laleston and Tesco’s in Broadlands to locate the defibrillators and Council requested that the Clerk contact both establishments. Cllr Briony Davies seconded the proposal.

RESOLVED: That Cllr Tom Green seek quotations for wooden boxes and the Clerk contact Tesco’s and Laleston Post Office to seek permission for the location of the defibrillators.

17/42 Bryntirion Community Centre

The Clerk confirmed that the works to install the insulation at the Community Centre have been postponed for the time being.

RESOLVED: That this information be noted by the Council.

17/43 Proposal of Boules Match – 29thJune, 2017

The Clerk confirmed that she had received a request from Mark Steer of the Pencoed Town and Twinning Association to enquire if Council would be willing to host a Boules Match on 29thJune, 2017. Council agreed to host the boules match but asked the Clerk to confirm with Mark Steer that the date is a Thursday and not Friday, Council agreed to invite Bridgend Town Council.

RESOLVED: That the Clerk contact Mr Steer to confirm date and invite members of Bridgend Town Council.

17/45 Budget update as at 28th February, 2017

The Clerk produced a spreadsheet of the budget and expenditure as at 28th February, 2017.

RESOLVED: That the report be accepted by Council.

Update from FSG Meeting held on Thursday 9th March, 2017

The Clerk reported the following requests for funding were discussed at the FSG meeting and a recommendation was made to propose to Council:-

• E-mail received from Cllr Ian Spiller asking for the Council if they would consider partnering with the Broadlands Association to help fund this year’s event which is estimated to cost in the region of £14,000. Councillors proposed that a donation of £6000 be granted. Cllr Tom Green proposed that £6000 be granted Cllr Briony Davies seconded the proposal.

RESOLVED: That the proposal be accepted by Council.

• Letter received from Bobath Children’s Therapy Centre Wales to assist with children that have cerebral palsy. Councillors proposed that a donation of £500 be granted. Cllr Briony Davies proposed that £500 be granted Cllr Mark Fouracre seconded the proposal.

RESOLVED: That the proposal be accepted by Council.

Draft Budget Proposals 2017/18

The Clerk produced a document of budgetproposals for the year 2017/18

RESOLVED: That the report be accepted by Council.

17/46 Correspondence February/March2017

– E.mail received from Eileen Smith, School Governors Solutions Ltd stating that Cllr David Harrison has resigned as Community Governor at Cefn Glas Infants School and enquiring who will replace him. Council agreed to defer until May 2017.

RESOLVED: That this be noted by Council and deferred until May 2017.

– E-mail received from PCSO Craig Spanswick asking for funding to continue to hold football sessions at Bryntirion Comprehensive School on their AstroTurf pitch at a cost of £23 for 1 hour on a Monday between 6.00pm and 7.00pm with the extra cost of floodlighting at an additional cost of £8.50 in the winter months. Cllr Briony proposed that a sum of £200 be granted and Cllr Tom Green seconded the proposal.

RESOLVED: That Council agreed to addthis item to the agenda in May 2017.

– Letter received from the Mayor’s Office stating that the nomination form submitted for Bernie McLeer to receive a Mayor’s Citizenship Award has not gone forward due to number and high standards of entries.

RESOLVED: That this be noted by Council.

– E-mail received from Jane Lewis of St David’s Church, Laleston Social Committee asking if Council would be willing to make a donation towards the Laleston Fete taking place on 17th June, 2017 Cllr Steve Sloan proposed that £500 be granted and CllrMark Fouracre seconded the proposal.

RESOLVED: That the proposal be accepted by Council.

– E-mail received from Jo Rowlands who is the treasurer of a newly formed ladies choir that meet at the Bryntirion and Laleston Community Centre. She confirms that have enough funds to pay for the room hire from member’s subscriptions but would like funding to purchase the music at a cost of £300 a time. Cllr Cheryl Green proposed that we fund the £300 for the purchase of the music and reclaim if the group were to disband, Cllr Pam Davies seconded the proposal. Council proposed that the Clerk ask if the Council could purchase direct and therefore claim back the VAT.

RESOLVED: That the proposal be accepted by Council.

17/47 Reports and Observations Received February/March 2017

The Clerk confirmed that no reports and observation have been received since the previous meeting held on 16th February, 2017.

Cllr Mark Fouracre stated that Bridgend Town Council had enquired in October to form a group to help with promoting events and activities within the Borough. Council agreed that the Clerk contact Bridgend Town Council to enquire if a meeting would be taking place in the near future.

Cllr Tom Green stated that seat and bus stop on the main road in Laleston still requires repairing. The Clerk stated that she had received an estimate of approx. £7,000 to install a new bus shelter. Cllr Tom Green asked if Adshel could install new bus shelters.

RESOLVED: That the Clerk contact BCBC to enquire if the Community Council could contact Adshel direct.
