17/95 Silent Reflection
Councillors held a period of silent reflection.
17/96 Apologies
Apologies were received from Cllr’s Charles Smith, Briony Davies, Pam Davies and Ian Spiller.
17/97To consider suspension of meeting to receive representations from local residents, if in attendance at meeting, (15 minutes maximum)
None present.
17/98 Declarations of Interest
The Clerk asked if any Councillors had any declarations of interest to declare to the Council.
Councillors confirmed that there was no declarations of interest to declare to Council.
17/99 Minutes of previous meeting
It was resolved that the following amendments be made to the minutes of the previous meeting:-
Cllr David Harrison be taken out as present at the meeting.
17/83 The date be amended from 15th June, 2017 to 18th May, 2017.
17/100 Matters arising from Minutes
17/56 Defibrillator at Broadlands
The Clerk stated that Cllr Ian Spiller had spoken to the landlord of the Broadlands shopping triangle and confirm that he has no objections for a defibrillator to be installed outside of Tesco’s.
17/70 Allotments
The Clerk confirmed that the bees have now been removed from the allotment site by the owner.
17/72 Inclusive Play Area – Bryntirion Community Centre (Phase 2)
The Clerk confirmed that the works are due to commence on the 7th August, 2017.
RESOLVED: That this date be noted by Council.
17/85 Community Council Website Update
The Clerk confirmed that she had investigated and looked at other Community Councillor’s e-mail addresses and confirmed that all the ones she looked at had personal e-mail addresses as their contact.
RESOLVED: In the absence of Cllr Ian Spiller that this item be put forward for the agenda in September.
17/87 Health & Safety of Adventure Play Area by Busy Bees Nursery, Broadlands
The Clerk confirmed that she had requested BCBC to remove the teenage shelter at the park but has not received a response. Cllr Tony Berrow confirmed that he had received a quotation of £385.00 from CeeJay landscapes to remove the shelter and fill in the groundwork.
RESOLVED: That members agreed to accept the quotation from CeeJay Landscapes and go ahead with the removal of the teenage shelter.
17/92 Correspondence – Summer Playschemes
Cllr Colin Davies stated that the information on the letter received from Andrew Thomas of BCBC was incorrect as to why Maes yr Haul school were unable to host this summer’s playscheme. Council therefore advised that the Clerk seek further clarification from Andrew Thomas why this could not be achieved and enquire if there are any other schemes aregoing ahead within the area.
RESOLVED: That the Clerk seek clarification from Andrew Thomas as to why the summer playschemes could not be take place in Maes yr Haul School this year.
Cllr Cheryl Green stated that the hanging baskets have not been transferred as requested into the village. The Clerk confirmed that she had received an apology for the poor display of the flowers and stated that it was due to the late planting in which the nursery had agreed to reduce the price on their invoice.
RESOLVED: The Clerk to remind the Contractor to move the hanging baskets into Laleston village.
17/101 Bus Shelter at Heol Blandy
Cllr Ian Spiller reported that the glass and perspex needs replacing on the bus shelter at Heol Blandy on the spine road due to vandalism.
RESOLVED: Council agreed that the Clerk contact BCBC to carry out the works and if they are unable to complete this that Ceejay Landscapes be contacted for a quotation.
17/102 Emptying of Litter Bins
Cllr Dave Harrison confirmed that he had a recent problem in Bryntirion in which the litter bins were over full, he stated that he had reported this to Cllr Cheryl Green and confirmed that they had been emptied the following day.
17/103 Street Cleansing
RESOLVED: In the absence of Cllr Ian Spiller that this item be put forward for the agenda in September.
17/104 Double Yellow Lines at Gentle Way, Broadlands
RESOLVED: This this item be put forward for the agenda in September. Cllr Tony Berrow asked that the Clerk contact Keith Power from BCBC to enquire about costs.
17/105 Vacancy for School Governor at Cefn Glas Junior School
The Clerk confirmed that a vacancy has arisen at Cefn Glas Junior School for a School Governor and asked it any member would be willing to fill the post.
RESOLVED: Cllr Jon-Paul Blundell confirmed that he would take the role of School Governor at Cefn Glas Junior School.
17/106 Vacancy for School Governor at Llangewydd Junior School
The Clerk confirmed that a vacancy has arisen at Llangewydd Junior School for a School Governor and asked it any member would be willing to fill the post.
RESOLVED: Cllr Ian Griffiths confirmed that he would take the role of School Governor at Llangewydd Junior School.
17/107 Expiry of post as School Governor at Bryntirion Infants School
The Clerk confirmed that the expiry date for the post of School Governor at Bryntirion Infants School is due to expire at the end of this month and asked if any member would be willing to fill this post.
RESOLVED: That this item be put forward for the agenda in September.
17/107 Expiry of post as School Governor at Trelales Junior School
Cllr Cheryl Green confirmed that the expiry date for the post of School Governor at Trelales School is due to expire at the end of this month and stated that Tom Green would be willing to continue in the role as School Governor.
RESOLVED: That Tom Green continue as School Governor at Trelales Primary School.
17/108 By-Election Cefn Glas Ward 1
The Clerk informed Council that BCBC received a request for an election by 10 registered electors for the vacancy at Cefn Glas Ward 1 and a by-election will now go head, the agreed date for the by-election is 7th September 2017.
The notice of election which will need to be published in a conspicuous place within the community after the 2nd August, 2017
RESOLVED: That this be noted by Council
17/109 Town and Community Council Forum Update
Cllr Roger Davies gave an update from the recent Town and Community Forum Meeting that took place on Monday 10th July, 2017.
He confirmed that progress on the CAT transfer is progressing but at a slow rate and the only asset in our area is the community centre which is being managed by the communityassociation. He further confirmed that a Town & Community Charter was put into operation andthat the group now wish to form a review panel to review the work that has been done and has not done within the charter in which the first meeting will take place the 1st week in September.
17/110 Request for installation of a CCTV camera at Milton Drive
Cllr Jon-Paul Blundell reported that children have been playing ‘chicken’ on Milton Drive and causing trouble in the area. He confirmed that he had spoken to BCBC and PCSO Craig Spanswick and came to the conclusion that an Anti Social Behaviour Camera be installed to see who’s causing the problems and stop them before anyone gets seriously hurt. BCBC confirmed that they already have the camera but it’s a £250 installation fee of £250.00 and they stated they will not put the money forward because they have no incident data to justify it. Cllr Jon-Paul Blundell therefore asked Council if they would be willing to pay for the installation of the Anti Social Behaviour Camera.
RESOLVED: Cllr Cheryl Green proposed that the Council pay for the installation and Roger Davies seconded the proposal.
17/111 Clerk’s Contact of Employment
The Clerk left the meeting.
Cllr Roger Davies provided Council with a draft copy of the Clerk’s Contact of Employment for their comments and approval.
Cllr Roger Davies confirmed that members were happy with the documents submitted and stated that a copy will be issued to the Clerk for approval in the near future and a further meeting will take place in August between Cllr Tony Berrow, Cllr Roger Davies and the Clerk.
RESOLVED: That a meeting take place to confirm the Contract of Employment and Job Description of the Clerk.
17/112 Clerk and Chair’s Leave
The Clerk confirmed that she will be on leave from Monday 24th July until Friday 4th August. She also stated that the Chair would be away from Monday 24th July until Monday 31st July. She therefore requested if any Councillor would be willing to be a point of contact within these periods.
RESOLVED: Cllr’s Roger Davies and Ian Griffiths confirmed that they would be the point of contact during these periods.

17/114 Draft Budget Reports
The Clerk produced copies of revised draft spreadsheets for the purpose of monitoring the budget, expenditure income for the future subject to Council’s approval.
RESOLVED: That Council approve the revised financial spreadsheets.
17/115 Correspondence June/July 2017
– ?Letter received from Bridgend Town Council informing this Council that they have negotiated a further 25 year lease for the woodland are at Craig Y Parcau, Bridgend. The result of this has also secured them with a further grant pf £10,000 from the Tesco Bags for Life Scheme which has been earmarked to further improve the woodland during 2017 in which works are due to start soon.
-?Letter from the Bridgend Samaritans thanking the Council for the donation of £500.00.
-?E-mail received from PCSO Craig Spanswick informing Council that due to a lack of interest in attending the football sessions held at Bryntirion Comprehensive School these classes have now been cancelled and the Council will receive a refund for the donation they provided.
-?Letter received from Cllr Charles Smith as Treasurer of the Westward Community Centre on behalf of Mr Alan Powell, Secretary of the South Cymru Sapphires Jazz Bank asking for grant funding to enable to move forward and to help towards to the costs to travel to competitions every Sunday from April to November as well as carnivals throughout the summer months.
17/116 Reports and Observations Received June/July 2017
1. Cllr Ian Spiller reported that the following manholes needed attention at Carreg Llwyn close to Llwyn Glas and Carreg Llwyn at the traffic calming by the entrance to Gentle Way.
2. Cllr Tony Berrow confirmed that at a site meeting that took place on Wednesday 19thJuly, 2017, Keith Power from BCBC asked if Council had made a decision to go ahead with the installation of a 40mph speed from the Traffic lights at Bryntirion towards Laleston in which Cllr Tony Berrow confirmed that the Council would like to progress with the implementation of a 40mph speed restriction.
RESOLVED: That the Clerk contact Keith Power to enquire about procedures and costs to implement the 40mph speed restriction from the current 30mph.
3. Cllr Dave Harrison reported that the Biodiversity areas in Bryntirion were again not successful this year and the dead tree still requires to be removed.
4. Cllr Dave Harrison reported that BCBC have again given permission for cars to park on the Bryntirion Playing Fields for a football match to take place in the Football Club, this he emphasised is a Health & Safety risk due to children playing in the area.
5. Cllr Dave Harrison requested if Council could consider the purchase of a ‘Welcome toBryntirion’. Cllr Tony Berrow stated that this could be looked at in the future when permission is granted to change the speed restrictions on the A473.
6. Cllr Dave Harrison stated that he had been approached by Darren from Jehu Construction to enquire if any children and volunteers would be willing to donate paint and decorate the current fencing around the old OCP club to enhance the community.
