17/165 Silent Reflection
Councillors held a period of silent reflection.

17/166 Apologies
Apologies were received from Cllr’s Ian Spiller, Charles Smith, Dan Woolridge, Ian Griffiths and Pam Davies.

17/167 To consider suspension of meeting to receive representations from local residents, if in attendance at meeting, (15 minutes maximum)
Bob Sayce attended the meeting to state that some of the snowdrops that were planted last year in which the areas were treated afterwards in which destroyed the plants. Cllr Briony Davies suggested that the Clerk, Cllr’s Tony Berrow, Cheryl Green meet with Clive Thomas in the New Year to discuss rockery features to be placed at the green areas in Bryntirion.
RESOLVED: That the Clerk arranges a meeting with Cllr’s Tony Berrow, Cheryl Green and Clive Thomas in the New Year to discuss the possibility of installing rockery features within the green areas in Bryntirion.

17/168 Declarations of Interest
The Clerk asked if any Councillors had any declarations of interest to declare to the Council.

No declarations of interest were declared.

17/169 Minutes of previous meeting
It was resolved that the minutes of the previous meeting held on November, 2017 be approved as an accurate record Cllr Cheryl Green moved that the minutes be approved as an accurate record.

The Chair signed the minutes.

17/170 Matters arising from Minutes

17/100 Defibrillators
Cllr Dan Woolridge confirmed that he had written to the landlady of the Carpet Shop in Laleston in which he confirmed he had received a response which stated that she was not willing for a defibrillator to be installed outside the shop. Cllr Cheryl Green proposed that the Clerk speak to the owner of the Post Office to seek permission for a defibrillator to be installed outside the shop and confirm that the Council would be willing to pay for the cost of electricity on an annual basis.
RESOLVED: That the Clerk seek permission from the owner of the Post Office to consider the installation of the defibrillator outside of the Post Office.

17/160 OAP’s Christmas Lunch – Sunday 3rd December, 2017
The Clerk confirmed that the event was a great success in which 43 attended and wished to thank the Councillors who assisted with the event before and on the day.
Cllr Tony Berrow asked for an agenda item to be added to the January meeting to seek ways in which the Council could contribute towards gifts and food for deprived families. Council agreed for the Clerk to contact other Community Councils to see if they organise any such collections and Cllr Briony Davies suggested seeking advice from the Salvation Army.
RESOLVED: That the Clerk contact other Community Councils to enquire if they contribute towards gifts and food for deprived families and seek advice from The Salvation Army.

17/171 Precept 2018-2019

The Clerk presented the Council with the financial options based
on the Council Tax Banding D being the equivalent of the number of properties in the community area. The Clerk also stated that she had previously sent to Councillors the budget proposals for the next 4 financial years in which if Council agreed the budget proposals for 2018-2019 a total budget of 216,000 would be required (with exception to the funding request by Cefn Glas Infants School).
Cllr Cheryl Green stated that the Council need to have a contingency fund and Cllr Colin Davies proposed that a 7.5% of the precept should be kept as a contingency in future years. Cllr Cheryl Green proposed that due to dimensioning services by BCBC that a precept of £159,000 be requested for the year 2018-2019 and Cllr Dave Harrison seconded the proposal.
All Council voted in favour of a precept of £159,000 be requested.
RESOLVED: That the precept for 2018-2019 be set at £159,000.

Libraries for School
Cllr Roger Davies asked if Council would consider funding for libraries in junior schools. Cllr Cheryl Green confirmed as School Governor of Trelales School she would enquire for the requirements needed. Cllr Briony Davies suggested that an annual grant be given to each school and proposed that the schools be approached through the School Governors to seek requirements, Cllr Colin Davies seconded the proposal.
RESOLVED: That the Clerk contact the School Governors to request that they seek requirements from the schools.

Funding from BCBC Councillor Allowance
Cllr Roger Davies confirmed that Cllr Charles Smith had stated that each Borough Councillor is granted a budget of £5,000 to spend on facilities within their wards and therefore as the Community Council has 4 borough councillors that an extra £20,000 could be funded to support the community, Cllr Roger Davies further asked how the money could be sought in which Cllr Cheryl Green confirmed that it needs to be spend by the Borough Councillor in their own ward.

17/172 Proposed Variation to Speed Limit A473 Bryntirion to Laleston
The Clerk confirmed that she had received the proposal from Traffic & Transportation in BCBC that following a survey http://www.doxycycline-buy.com proposed that the speed limit be increased from 30 mph to 40 mph on the A473 between Bryntirion Traffic Lights and the junction with Gypsy Lane in Laleston. She stated that any observations on the proposal be forwarded to BCBC by the 4th January, 2018. The Chair asked for a vote in which 4 voted for and 3 against. The variation was therefore passed by the Council.
RESOLVED: The Clerk to confirm to Traffic and Transportation that the Council have voted for the variation to speed from 30mph to 40mph on the A473.

17/173 Finance Update
Bryntirion Infants School – Request for Funding.
Cllr Roger Davies and Tony Berrow confirmed that they had attended a meeting with the head teacher to seek the requirement requested for funding. It was confirmed that the Council agreed to pay for the outside equipment at a cost of £12,000 within the next financial year.
RESOLVED: That the Clerk confirm to the head teacher that Council have agreed to fund the external play equipment.

Cefn Glas Infants School – Request for Funding
Cllr Jon-Paul Blundell declared an interest as a school governor.

The Clerk confirmed that she had received a funding request from Clive Blackshaw, Parent Governor at the school for a multi-use outdoor learning structure and garden project to include an outdoor class room structure, sensory garden, rebuilding of the timber hexagon, storytellers chair and wartime allotment and musical wall at a total cost of £25,000.

Cllr Cheryl Green proposed that a grant of £15,000 be given towards the building of the outdoor equipment in which Cllr Dave Harrison seconded the proposal. Council agreed to consider funding the sensory garden in the year 2019-2020.
RESOLVED: That a grant of £15,000 be given to the school towards building of the outdoor equipment and consideration be given to funding the sensory garden in 2019-2020.

Young at Heart (over 50’s group) – Request for Funding

The Clerk confirmed that she had received a funding request of £1,000 from the Young at Heart (over 50’s) group that are based in the Westward Community Centre on a weekly basis. Their request was to support the funding for the rental of the centre and other activities that they provide. Council agreed to defer this agenda item for the next meeting.
RESOLVED: That this item be deferred until the next meeting.

RESOLVED: The Clerk confirmed that she had reported this to BCBC.
