16/143 Minutes of previous meeting

Cllr Mark Fouracre reported on item 16/136 that it was himself and not Cllr Ian Spiller that the letter of complaint from Mr and Mrs Foley be addressed by BCBC. It was resolved that the remainder of the Minutes of the previous meeting be accepted as true and that they reflected the discussions and outcomes therein.

16/144 Matters arising from Minutes

16/123 Cllr Cheryl Green reported she has spoken to Highways and confirmed that the cost to remove would be £4,000/£5,000 which includes the order and administration. She reported that BCBC has no funding to carry out the works but stated that if the Community Council would pay that they would carry out the works.

Resolved: Cllr Cheryl Green proposed that this item be put forward to the next agenda.

16/134 The Clerk confirmed that she had contacted BCBC to ask if a traffic survey could take place at Barnes Avenue and St Winifred’s Road.

16/130 Cllr Ian Spiller confirmed that the website has again experienced further hacking in which the website host has now rectified and advised on further security measures to be installed. The package cost was £80 which has now been installed and successful. Council requested that this item be placed on the Agenda for the next meeting for costs of additional support to be sought by Cllr Ian Spiller.

16/131 Cllr Cheryl Green agreed to speak to Cllr Pam Davies and confirmed that they will liaise with Gareth Evans and Mark Shepherd.

16/136 Item 4. Cllr Ian Spiller confirmed that SW Police has conducted a survey.

16/145 Welcome Cllr Thomas Phillip Turner

Cllr Thomas Turner gave his apologies that he was unable this meeting due to another commitment.

16/146 Llangewydd School MUGA Update.

The Clerk confirmed that since starting the works which were ahead of schedule the Head teacher reported concerns regarding extra fencing to be installed. This has now delayed the progress on site due to waiting for the extra fencing to be delivered, however work has resumed on Wednesday. A further meeting will take place on Friday 21st October as it has been reported there is concerns regarding drainage.

The Clerk confirmed that she had received costs from SWSG for the installation of 2 benches and one bin at a cost of £2620 plus VAT.

Cllr Cheryl Green confirmed that she will raise with Mark Shepherd if waste bins can be replaced by the Community Council.

16/147 Website Design/Updating

Cllr Ian Spiller confirmed that the new Councillor photos have been received from Cllr Steve Sloan and would be downloaded onto the website.

Cllr Briony Davies asked if other events could be advertised on the website in which Council agreed that all community events should be advertised. Cllr Briony Davies requested Cllr Ian Spiller to investigate if more budget would be required and to bring forward to next the FSG meeting.

16/148 Proposed Disabled Play Ground at Bryntirion

The Clerk confirmed that she has again contacted the Play Grounds Development Officer to give approval of the installation of the playground and is awaiting a response.

16/149 Bryntirion Community Centre – Administration

Cllr Cheryl Green reported that due to the current secretary being unwell and unable to carry out the administration for the Community Centre, that Council propose paying the Clerk to carry out these duties at a rate of £15.00 per hour for an estimated 15 hours per month. Cllr Dave Harrison seconded the proposal.

16/150 Consultation on the removal of Public Payphones

The Clerk confirmed that she had received a copy of a consultation letter from BT via BCBC Planning Department in which they intend to remove Public Payphones. Planning have therefore asked if any comments/objections could be forwarded to them by 27th October, 2016. Cllr Briony Davies reported that the payphone situated at the junction of Llangewydd Road and St Winfred’s Road is used regularly with a total of 415 calls recorded. Council agreed for this one to remain.

Budget update as at 30th September 2016

The Clerk produced spreadsheet of the budget and expenditure as at 30th September 2016.

Allotments

The Clerk confirmed that a quotation had been sought for the repair or replacement of the main gate at the allotments with a cost of £112.50 to replace the bottom bar or £212.14 to install a new gate.

Annual Return 2015/2016

The Clerk reported that BDO (national auditors) had approved the statement of accounts for Financial Year ended 31st March 2016.

16/152 Correspondence September/October 2016

• E-mail received from Marie Curie asking for financial support to fund a nurse for one full nine hour shift in Bridgend at a cost of £180.00. Cllr Briony Davies proposed that a donation of £360 be given, Cllr Tom Green seconded the proposal.
• Letter from Bridgend Town Council to initiate specific literature and special web-site pages and social media updates to help promote Bridgend and surrounding areas of local activities, with a view to setting up a meeting to discuss in further detail in November at Carnegie house for those members interested. Cllr’s Briony Davies, Ian Spiller and Mark Fouracre confirmed that they would represent the Community Council. Cllr David Harrison would like to propose that we support the volunteers ofIsland Farm for the 2 open days that have taken place. Cllr Cheryl Green requested that the Clerk contact Merthyr Mawr Community Council to ask if we could assist in any future funding.
• E-mail from the Clerk at St Brides Minor Community Council to make enquiries as to the possibility of neighbouring minor authorities making a contribution to the cost of grass-cutting at Sarn Cemetery. Cllr Cheryl Green proposed that due to our Council maintaining our own cemetery that this would not be feasible.

16/153 Reports and Observations Received September/October 2016

1. Cllr Ian Spiller reported that hedgerows are severely overgrown at Clos Castell Coity in which he confirmed he had received a response from BCBC in June to confirm that this would be done.

Clerk confirmed that she had contacted BCBC on the 20th September, 2016 to request that the hedgerows to be cut.

2. Cllr Ian Spiller reported that the street lights on the pathway opposite the nursery in Broadlands are emerged by the trees.

Resolved: Cllr Briony Davies requested that the Clerk contact BCBC to report this due to Health & Safety issues.

3. Cllr David Harrison reported that several street lights leading from Laleston up to Elm Crescent and 2 street lights situated on Elm Crescent are currently not working.

Resolved: The Clerk to report to BCBC.

4. The Clerk reported that she had received a complaint that some of the street lights on Rogers Lane in Laleston are working intermittently.

Resolved: The Clerk confirmed she had reported to Street Lighting and they are experiencing problems with the trees overhanging and are seeking who is responsible to have them cut back.

5. The Clerk and Chair gave an update from a meeting with Highway Officers at BCBC. Cllr Briony Davies confirmed that she had further contracted highways to give costs of how much it would cost to adopt the roads. Cllr Cheryl Green proposed the motion and Cllr Briony Davies seconded the motion, All Councillors agreed that the Community Council receive costs to know how much it would cost to take any developer to court.

16/121 Silent Reflection

16/122 Apologies

Apologies were received from Cllr Thomas Turner.

16/123 To consider suspension of meeting to receive representations from local residents, if in attendance at meeting.

A local resident Mr Derek Jones attended the meeting regarding concerns of parking on the road at Heol Trelales. He confirmed that residents would like the yellow lines on the housing side of the street to be removed to ease with parking difficulties. Cllr Cheryl Green stated that she had also spoken to residents living there and there was only one objection which was a resident that did not have yellow lines outside of their property.

Resolved: Cllr Cheryl Green confirmed that she will consult with BCBC to request the yellow lines to be removed.

16/124 Biodiversity at Bryntirion

Rachel Morton and Clive Thomas from V2C attended the meeting to discuss progress and if the Council and local residents were happy with the Biodiversity areas within Bryntirion. Cllr Dave Harrison presented photographs of the current areas and expressed concerns from local residents that the areas looked untidy. Clive Thomas confirmed that the areas will be cut back in October ready for regrowth next year. Cllr Cheryl Green requested that all the sites are planted with different seeds to attract more flowers.

Resolved: Council agreed that the Cllr Berrow and the Clerk to attend a site meeting with V2C to look at existing and possible new sites.

16/126 Minutes of previous meeting

It was resolved that the Minutes of the previous meeting be accepted as true and that they reflected the discussions and outcomes therein.The Chair signed the minutes.

16/127 Matters arising from Minutes

16/112 Pam Davies confirmed that some disabled equipment has been installed at Bryngarw Park.

16/115 The Clerk stated that she has contacted BCBC Traffic and Transportation regarding the replacement and installation of a new bus shelter and is awaiting a response.

16/116 The Clerk confirmed that she has contacted John Daley and Sons for a further estimate to be given for the footpaths at the allotments.

16/117 The Clerk confirmed that she has received a response from Merthyr Mawr Community Council to request permission to install a further information boards for the Laleston Stones Trail at Merthyr Mawr and has been informed to contact Mr Rory McLaggan of Merthyr Mawr Estates to seek permission.

16/118 The Clerk confirmed that the Boules match has now been postponed until April 2017.

16/128 Welcome Cllr Thomas Phillip Turner

Cllr Thomas Turner gave his apologies that he was unable this meeting due to being away.

16/129 Llangewydd School MUGA Update.

The Clerk confirmed that a further meeting had taken place at the school with an officer from BCBC, the Deputy Head Teacher, Chair of Governors Premises officer and 2 members of South Wales Sports Ground. It was confirmed that the works would commence week commencing 19th September give or take a week. A further meeting has been arranged for Friday 23rd September with weekly inspections to be carried out during the construction. Cllr Berrow confirmed that extra items will need tobe installed such as a sign, bench, waste bin and cycle rack in which additional prices will need to be sought.

RESOLVED: Cllr Cheryl Green agreed to write the wording for the new sign.

16/130 Website Design/Updating

Cllr Ian Spiller confirmed that the website is now up and running and thanked all Councillors for attending to have new photographs taken. Cllr Spiller confirmed that the only cost incurred so far was £19 for the new site. Cllr Steve Sloan asked if his photographer could take photographs of all the recent projects the Council has supported and funded.

RESOLVED: Cllr Ian Spiller requested that Councillors look at the website to check if all projects have been included and inform him of any that are not currently listed.

16/131 Proposed Disabled Play Ground at Bryntirion

The Clerk confirmed that after consulting with the Planning Department at BCBC that planning permission would be required. She confirmed that she had been advised to contact the Parks Department for their approval before going ahead with the planning application in which this is currently with an officer of the Parks Department. The Clerk also asked if Grant funding could be considered from BCBC after the installation has taken place, she confirmed that she has received a response stating that Grants applications cannot be made retrospectively.

RESOLVED: Cllr Cheryl Green and Pam Davies confirmed that they will meet with Mark Shepherd to move this project forward.

16/132 Proposal of the Purchase of Play area at Broadlands

The Clerk confirmed that she had contacted BCBC Parks Department to seek advice into the process of adopting the play area. She confirmed that following no response from Parks she had contacted the Legal Department for their advice, in which a response was received from Gareth Evans with initial advice and guidance be sought from the Council’s nominated solicitor.

Cllr Ian Spiller stated that a further green area of land behind Gelli Wen in Broadlands of park that is currently owned by Macob and is not being maintained he asked if Council could also look at purchasing this land.

16/133 Information Board at Meadowland in Broadlands

The Clerk confirmed that she and Cllr Berrow had visited Jon Hurley designs for the information board at the meadowland at Broadlands and received a quotation of £980.00 plus VAT for the design which has now been completed. The Clerk confirmed that the cost of the board would be £1199.00 excluding VAT and installation costs. Resolved: Council agreed for the installation of the information board to go ahead.

16/134 Road Safety – A48, Barnes Avenue and St Winifred’s Road

Cllr Berrow asked if there has been a report back from the police regarding the A48. Cllr Ian Spiller confirmed that he had a response from Mr Alan Michael, Police Commissioner and read the letter to Council. Cllr Pam Davies proposed that Council wait until the police report has been issued and Cllr Cheryl Green asked that this item be placed on a future agenda once the police report has been issued.

Cllr Berrow confirmed that he had received requests for road safety at Barnes Ave and St Winifred’s Road. Cllr Harrison stated that a bus had to stop at Heol Frenhines as it could not get through due to parked cars. Cllr Tom Green stated that more speed signs need be installed on the entrance to Laleston. Cllr Cheryl Green suggested that a traffic survey takes place to monitor the traffic.

RESOLVED: Council agreed that a traffic survey is required and requested the Clerk to contact BCBC.

Budget update as at 31st August 2016

The Clerk produced spreadsheet of the budget and expenditure as at 31st August, 2016.

Allotments

The Clerk confirmed that she had attended a meeting at the allotments. The Committee members stated that the metal gate at the entrance of the allotments is rusting and will need to be replaced possibly next year. They confirmed that they are unable to build a storage area behind the rear of the existing shed as the ground is not suitable and will need to purchase a shed to be allocated alongside the existing one with the money granted by the Community Council. They also enquired if they could open up a bank account in their name as they have a small amount of money raised and would like to consider if they can apply for Grant Funding for on-going maintenance.

Resolved: Council agreed that the allotment society are within their rights to set up their own bank account.

Grant – Trelales Primary School

The Clerk confirmed that she has received an e-mail from the Acting Head Teacher to confirm that approval has been granted from BCBC to go ahead with the outdoor play equipment.

Grant Request from Laleston Scouting Active Support Unit

The Clerk reported that she had received a letter from the Laleston Scouting Support Unit asking for a donation from the Council’s Biodiversity Fund for equipment and materials to enable them to develop the scout owned land beyond the school field at Trelales School amounting to £2434.00 with an additional amount of £2000.00 for a mower.

RESOLVED: Cllr Briony Davies proposed £2434.00 be granted this year and Cllr Ian Spiller seconded the proposal.

Precept Notification Date

The Clerk confirmed that she had received an e-mail informing Council that the precept for 2017-18 would need to be forwarded to BCBC no later than 10th January, 2017.

Cllr Briony Davies requested that a date for the next FSG meeting be scheduled and that Councillors give consideration of what precept is required. Cllr Ian Spiller proposed to replace Cllr Roger Davies and agreed that the next FSG meeting to take place at 6.30pm on 2ndNovember, 2016.

16/136 Correspondence July/August/September 2016

• Letter received from Laleston Gardening Club thanking the Community Council for the funding to improve facilities at Cliff Cottage.
• Letter of complaint received from Mr and Mrs Foley – Cllr Ian Spiller stated that this issue needs to be addressed by BCBC which is clarified on the Community Council’s Complaints Procedure. Cllr Steve Sloan proposed that this motion be forwarded and Cllr Hazel Kendall seconded the proposal.
• A signed letter from 14 residents at Maes yr Eirlys, Broadlands requesting that the new sign stating ‘Ball Games are prohibited in this area’ be removed – Resolved that BCBC would need to implement the removal of the sign.
• Cllr Ian Spiller reported that he had received a complaint from a local resident concerning drivers who exceed 20mph on the Broadlands Service Roads – Cllr Cheryl Green and Cllr Tony Berrow proposed that Council ask Tony Godsall to attend a future meeting.
• Letter received from Boundary Commission for Wales announcing that the initial proposals were published on 13thSeptember 2016 and is available to view on their website: www.bcomm-wales.gov.uk. Any representations about the proposals should be made by 5th December, 2016.

Resolved: The Clerk to forward a copy of the letter to all Councillors to respond individually.

• Cllr Ian Spiller gave thanks from the Residents Association for the generous donation and support at the Broadlands Fun Day and confirmed that over 500 attended.
• Cllr Briony Davies confirmed that a presentation for the Laleston Stones Trail has been arranged on the 27th October, 2016 at 7.00pm at the Gardening Club.

16/137 Reports and Observations Received July/August/September 2016

1. Cllr Ian Spiller reported that street lights outside of 55, Gallt y Ddrudwen and 31 Rhiw’r Wennol Ddu are not working.

Clerk confirmed that she had contacted Persimmon Homes/Charles Church on 29thAugust.

Cllr Ian Spiller further stated that following a response from BCBC on 27th June to confirm that they will be cutting the hedgerows on Clos Castell Coity, he confirmed that this has not been achieved and expressed concern that road signsaround Broadlands are being obstructed by overgrown trees.

2. Cllr David Harrison reported that the bench was broken at the teen play area at Bryntirion as well as the ground being uneven.

Clerk confirmed that she had reported that she had referred this to Clean up the County on 3rd August.

3. Cllr Cheryl Green confirmed that she attended the Town and Community Council Forum on Monday and requested that BCBC provide the Council with grounds maintenance costs to be considering when applying for the new precept.

16/90 To consider suspension of meeting to receive representations from local residents, if in attendance at meeting.

A local resident who attends the chapel, stated that he had attended a recent PACT meeting regarding parking outside of the chapel and if the restrictions could be lifted on a Sunday afternoon when services take place.

RESOLVED: Cllr Cheryl Green agreed to ask BCBC Highways department for advice.

Another further 4 residents attended the meeting who had also be present at the PACT meeting. They asked if consideration could be given to remove the yellow lines on Heol Trelales due to the health and safety of dropping children off to school on the main road and also congestion caused to residents outside of their properties.

RESOLVED: Cllr Cheryl Green advised that it would be BCBC that would need to be informed and stated that she will ask Highways if consideration could be given to remove the yellow lines on one side of the road.

16/92 Minutes of previous meeting

It was resolved that the Minutes of the previous meeting be accepted as true and that they reflected the discussions and outcomes therein. The Chair signed the minutes.

16/93 Matters arising from Minutes

16/66 Allotments Footpath – The Clerk confirmed that R & M Dykes have attended the allotments and she is now awaiting a written estimate. Cllr Tony Berrow confirmed that he and the Clerk had visited the site concerning the complaints regarding Plot 8. The Clerk confirmed that progress has been made, however the ground was now too hard to cultivate at the moment. The Chair proposed that a further 6 month’s probation be granted subject to the plot being regularly attended to.

RESOLVED: Council agreed to extend the probation period of the tenant at Plot 8 for a further 6 months.

16/71 (2) Biodiversity at Bryntirion – The Clerk confirmed that she had spoken to the V2C contractor, they agreed to see what stock they have to try and plant extra flower mix.

15/85 Grant for Laleston Gardening Club – The Clerk confirmed that she had spoken to the secretary and confirmed that Council could not pay the full invoice as the majority of the funding came from BAVO and all correspondence and invoices would need to be direct to the Laleston Gardening Club.

16/86 The Clerk confirmed that she and Cllr Tony Berrow had met with Sutcliffes regarding proposals for the playground for disabled children at Bryntirion Community Centre. They confirmed that they asked for 2 estimates to be produced based on spending £30,000 and £50,000 with the hope of obtaining grant funding. Cllr Ian Spiller stated that there should be a fence around the play areas due to dog fouling in which other Councillors agreed, Cllr Tony Berrow stated that this could incur an additional cost of approximately £10,000. Cllr Cheryl Green asked that this project be moved forward and Cllr Ian Spiller seconded the movement. Council agreed for this to be added as an agenda item for the next meeting.

16/94 Community Councillor Vacancy – Cefn Glas 1 Ward Update

The Clerk confirmed that she has received confirmation from Electoral service that a request was received for an election to take place, she is awaiting a date from Electoral Services.

16/95 Llangewydd School MUGA Update.

The Clerk confirmed that a meeting had taken place at the school with officers from BCBC, Head Teacher and Caretaker. The group discussed the schedule of actions drafted by the site manager. Cllr Tony Berrow stated that the contract price did not include additional agreed items, benches, cycle rack, CCTV installation, road signs, MUGA facility sign and publicity expenses. Future costs also need to be considered for routine maintenance and insurance confirmed that one bench, one cycle rack and bins be considered. Cllr Dave Harrison asked that confirmation is received from the school for the locking and unlocking of the gates. Cllr Ian Spiller proposed that we receive written confirmation from the school regarding access out of school hours, Cllr Hazel Kendall seconded the proposal.

Council agreed that a further meeting is required with the school to clarity responsibility.

RESOLVED: That the Clerk and Cllr Berrow arrange a further meeting with the school.

16/96 Website Design/Updating

Cllr Ian Spiller confirmed that he had obtained quotations and the new website provider is TSOHOST at a cost of £91.65 plus VAT, which includes pro-hosting and domain transfer for 2 years. He confirmed that no other progress to move has been done at the moment due to the uncertainty if this would affect the Clerk’s e-mail account. Cllr Ian Spiller confirmed that at the moment if the Clerk lost her computer or the computer failed that her e-mails would be lost. Cllr Ian Spiller suggested a Microsoft server be considered at a cost of around £100 a year and that in the future all Councillors have new e-mail addresses set up ending in lalestoncommunitycouncil.gov.uk. Cllr Ian Spiller proposed that we move forward with linking to a Microsoft server, Cllr Mark Fouracre seconded the proposal.

16/97 Removal of bins at Play Park, Broadlands

The Clerk confirmed that following consultation with Cllr’s Berrow and Fouracre she had contacted BCBC to enquire why the bins had been removed. This was then referred to Persimmon Homes in which the Clerk stated she is awaiting a response. Cllr Ian Spiller confirmed that the residents did a litter pick on the weekend and a photo was taken and sent to the Gazette to raise the problems with litter. Cllr Ian Spiller proposed that Council ask BCBC to install 2 litter bins by the dog fouling bin which is on land that BCBC own and state in the request that this is done because Persimmon removed 5 large free standing bins within the play area, Cllr Cheryl Green seconded the proposal. Cllr Tony Berrow proposed that we look at purchasing the land from Persimmon, Council agreed to put this forward as an agenda item for the next meeting.

16/98 Christmas Lights

The Clerk confirmed that she and the Chair had been looking at new locations for the additional 24 lights purchased. Highways advised that they will now only install lights on 8 metre lamp posts and not 6 metre lamp posts.

16/99Community School Governor Vacancy – Llangewydd Junior School

The Clerk informed Council that there will be a vacancy for a Community Council Governor Representative at Llangewydd Junior School as from 23rd September, 2016 as Mrs K Lewis will be leaving. Cllr Cheryl Green stated that this is procedure as her 4 years term is expiring. Cllr K Lewis agreed that she wishes to continue as School Governor.

Resolved: That the Clerk inform BCBC that Cllr Lewis wishes to continue as School Governor at Llangewydd Junior School.

Budget update 2016-17

The Clerk produced spreadsheet of the budget and expenditure as at 31st May, 2016.

  1. Review of Clerks Salary

At the meeting of Council on 19th May, Council agreed to pay the Clerk 20 hrs a week as opposed to 15.5 hrs due to the Clerk monitoring her hours since 22nd February, 2016. Council kindly agreed to back date additional hours worked since 22nd February, 2016 and asked the Clerk to produce figures.

RESOLVED: Council agreed to the figures produced by the Clerk and the new salary will commence from 1st July 2016 with 18 weeks back pay from 22nd February, 2016.

  1. Survey of Blandy Hall

The Clerk confirmed that Cllr Tony Berrow had instructed that a survey be carried out at Blandy Hall, the survey has been completed and it was confirmed that no asbestos was found within the building.

16/102 Reports and Observations

Cllr Cheryl Green requested that in future all e-mails are sent directly to the Clerk during the month and a list is provided for information at the following meeting.

  1. The Clerk confirmed she had received a referral from Cllr Woolridge concerning a tree on Council land at Barnes Avenue that is encroaching on the garden of 56, Westminster Way, Cefn Glas.
  2. Cllr Pam Davies reported that she had received an e-mail from the MP’s secretary regarding the overgrowth of hedges in Broadlands.
  3. Cllr Tom Green reported that the hedges along the footpaths in Laleston are also encroaching onto the pavements.
  4. Cllr Ian Spiller reported that the hedges belonging to Hafod Housing behind the betting shop in Broadlands require cutting back. He also reported that the hedgerows by Maes yr Haul are severely overgrown and that the school children have to walk on the road.

RESOLVED: That the Clerk report this to highways as a matter of urgency.

  1. Cllr Tony Berrow reported that the hedgerows on the footpath leading to Newbridge fields from the nursery requires cutting back.

Laleston Community Council have recently funded a new trim trail for the Key Stage 2 yard at Maes Yr Haul Primary School, underlying our commitment to children within our community this truly is a fantastic piece of equipment to further enhance the experiences, fitness and play of children within our community.
